CHINA has never been and will never be a threat to the world's energy security, the government said in the country's first energy white paper issued today. China's bustling economy is mostly driven by the country's own energy resources as 90 percent of the fuel comes home-made, much higher than most developed countries, the government said in the 44-page paper published by the Information Office of the State Council today. China is the second-biggest energy producer in the world, the paper said.
